A snapshot of Pakistan's present state and circumstances.

Introduction:


Pakistan is currently facing a range of challenges and issues, both internal and external. These include security concerns, economic difficulties, political instability, energy and water crises, as well as regional tensions and conflicts. Additionally, the country is grappling with issues related to extremism, intolerance, and social cohesion, among other things. The situation in Pakistan is complex and multifaceted, and ongoing efforts are being made to address and overcome these challenges.


Challenges and Complexities:

Pakistan is grappling with numerous internal and external conflicts, leading to extremism, intolerance, and a threatened social cohesion. The country's narrow national identity has fueled these issues, and the inability of state institutions to provide peaceful solutions has encouraged violence as an alternative.


While the country has seen peaceful political transitions after the 2013 and 2018 elections, the upcoming 2023 elections are taking place amidst a fragile economy and deepening domestic polarization.


Additionally, the 2022 floods in Pakistan have caused significant damage to the agriculture and health sectors, laying bare the country's vulnerability to climate disasters and exposing weaknesses in governance and economic stability. The resurgence of extremist groups along the border with Afghanistan has heightened tensions with Taliban-led Afghanistan. Despite a ceasefire in Kashmir in 2021, relations with India remain stagnant, posing a threat to regional and international security. Furthermore, China's presence and influence in the region, as a great power and close ally of Pakistan, has both the potential to improve and worsen various internal and external conflicts.

USIP’S Work:


The U.S. Institute of Peace (USIP) has been actively involved in Pakistan since the 1990s, and has had a physical presence in the country since 2013. USIP aims to combat the rising intolerance of diversity and promote social cohesion in Pakistan through research, analysis, and dialogue. The Institute collaborates with local organizations that use innovative methods to foster peace and inclusivity, such as media, arts, technology, dialogues, and education.

USIP also works with state institutions to enhance their responsiveness to citizens' needs, which can reduce the reliance on violence to settle disputes. The Institute supports initiatives to improve police-community relations, facilitate greater access to justice, and strengthen democratic institutions and governance. Furthermore, USIP conducts and funds research in Pakistan to better comprehend the drivers of peace and conflict, which can inform international policies and programs aimed at fostering peace and tolerance within Pakistan, between Pakistan and its neighbors, and between Pakistan and the United States.

"Strengthening Law Enforcement: The Importance of Improving Police-Community Relations for Effective Policing":


The Pakistani police have faced challenges due to a troubled relationship with the public, marked by distrust and mistreatment, which has hindered their ability to effectively maintain law and order.


To address this issue, USIP has collaborated with national and provincial police departments to enhance police-community relationships and improve policing in Pakistan. These efforts involve providing training, building capacity, and using social media to engage with communities.



"Promoting Sustainable Dialogue, Critical Thinking, and Peace Education through Innovative Mechanisms":


With nearly two-thirds of Pakistan's population under the age of 30, young people who have access to higher education wield significant influence in society. However, Pakistan's education system is fragmented and does not promote interactions across diverse groups or campuses, which can lead to intolerance and even radicalization.


To address this issue, USIP has collaborated with civil society and state institutions to establish sustainable programs that encourage dialogue, critical thinking, and peace education to combat the growing intolerance of diversity on university campuses.

USIP is committed to supporting local cultural leaders, civil society organizations, and artists in reviving traditional customs and discourses that encourage diversity, promote dialogue, and address social change in Pakistan.


In addition to this, the Institute also extends support towards media production that includes theatre, documentaries, and short stories. These productions aim to offer counter-narratives to extremism and religious fundamentalism, thus playing a vital role in promoting peaceful coexistence and countering the demands for violence.




"Promoting Acceptance and Inclusion of Religious Minorities in Pakistan":


In Pakistan, the relationships between religious communities have been strained, leading to instances of intercommunal violence and exclusion.


USIP works alongside local peacebuilders, including religious scholars and leaders, to foster interfaith harmony, peaceful coexistence, and equal inclusion of minorities (including those based on gender, ethnicity, and religion) in all aspects of public life.

"USIP's Efforts to Strengthen Inclusive and Democratic Institutions in Pakistan":

USIP works to make democratic institutions in Pakistan more responsive to citizens by providing technical assistance to state institutions and empowering local governments.
The Institute also supports civil society actors in advocating for the inclusion of marginalized groups, with a particular focus on gender. USIP's programs in Pakistan empower women in peacebuilding and democratic processes through research, advocacy, and capacity building.
